Domestic Ventilation Certificates
Ventilation Certificates, the Domestic Ventilation Completion Checklist and Commissioning Certificate (also known as Part F Ventilation Certificate) is based on Appendix C of Part F (Ventilation) Volume 1 Dwellings, of the Building Regulations.
Requirement F1(1): Means of ventilation; There shall be adequate means of ventilation provided for people in the building.
Who can carry out the ventilation certificate commissioning:
The person carrying out the commissioning must either:
1. Be a member of a registered Competent Persons Scheme for ventilation, or:
2. Provide suitable evidence to the building control body (with the commissioning sheet) to
demonstrate their competence.
Purpose: It ensures that the installed system achieves the minimum required flow rates to adequately remove moisture and pollutants, thus preventing condensation, damp, and poor indoor air quality.
Certification: A copy of the completed ventilation commissioning certificate should be given to the building owner, along with the operating and maintenance manual for the ventilation system.

Dwelling and System Details:
- Installation address.
- System classification (e.g., System 1: Intermittent Extract Fans, System 3: Continuous Mechanical Extract Ventilation (MEV), System 4: Mechanical Ventilation with Heat Recovery (MVHR)).
- Manufacturer and model numbers of the system components.
Installation and Commissioning Personnel:
- Name and company details of the person responsible for the installation.
- Name and company details of the person responsible for the commissioning (the person carrying out the tests). This person must be competent, often by being a member of a registered Competent Person Scheme (CPS) for ventilation.
Installation Checklist & Visual Inspection:
- Confirmation that the system has been installed according to the manufacturer’s instructions and relevant Building Regulations guidance.
- Visual checks, such as sufficient access for maintenance, cleanliness of the system, and correct insulation of ductwork (for MVHR/MEV).
Commissioning Details & Test Results:
- Details of the air flow measurement equipment used, including the model, serial number, and the date of its last UKAS calibration (must be current).
- Airflow Test Results: The measured extract or supply rates (in litres per second, l/s) for each fan or terminal device, compared against the design extract rate required by Approved Document F for the specific room (e.g., kitchen, bathroom).
- A declaration and signature by the competent person responsible for the commissioning.
