Electrical Isolation Certificates
An Electrical Isolation Certificate (also known as an Electrical Certificate of Isolation, Lockout-Tagout (LOTO) Certificate, Electrical Isolation Confirmation Certificate, or Safe Isolation Certificate) is a formal document that confirms that a specific electrical circuit or equipment has been safely isolated from all sources of electrical supply and is safe to work on.
Only an electrically trained, competent, and authorised person should carry out the isolation, prove dead, and issue the certificate.

Permit to Isolate
Sometimes a permit to work or permit to isolate maybe required before any circuit or equipment can be electrically isolated.
Other Considerations
Before isolating any electrical equipment, circuit, or complete distribution boards, it is worth checking the isolation will not have any other detrimental side effects or risks.
Will the electrical isolation effect the fire alarm system, door access, security systems or IT systems. Will any backup batteries last the duration of the expected isolation. Is any backup or task lighting required?
Risk Assessments and Method Statements

A Risk Assessment and Method Statement (RAMS) may also be required before any electrical isolation can take place, such as these Electrical Risk Assessment Forms for Electricians.
A risk assessment for isolating electrical circuits or equipment should identify any potential risks and what actions must to be taken to remove or minimise those risks.

Safe Isolation Procedure

The RAMS will likely specify the authorised method of isolation. An approved Safe Isolation Procedure must always be followed and adhered to.
Process for re-energising the circuit/system
The Electrical Safety Round Table suggests:
- After completing the work inspect and test in accordance with Part 6 BS 7671 (dead tests).
- Cancel permits (if issued), remove locking off devices, locks and labels and restore electrical supply.
- Complete testing (live tests). Commission circuit equipment.
- Complete and issue appropriate test certificates/reports.
Test Equipment
Electrical test equipment should comply with GS38 Electrical test equipment for use on low voltage electrical systems.
The Law
The Electricity at Work Regulations 1989 require those in control of all or part of an electrical system to ensure it is safe to use and maintained in a safe condition.
